There is a profound question that confronts all who read the Scriptures: should we obey the laws established by human authority, or should we place divine commands above all else? True devotion to God requires careful thought about how His Word instructs believers to live. The Bible reveals that there is a supreme Lawgiver—Jehovah—who expects sincere obedience. It also shows that earthly authorities have a legitimate right to make laws. However, when such laws contradict God’s clear instructions, believers face a decision of loyalty. The purpose of this discussion is to highlight the importance of giving priority to God’s standards, explore the need for responsible submission to secular governments, and reveal what the Scriptures teach about the blessings that come from obedience.

The Bible teaches that “God is not a God of confusion” (1 Corinthians 14:33), so it follows that His laws are orderly and purposeful. They embody His righteousness, love, and concern for His creation. With that in mind, the Christian disciple learns to respect both the laws of God and the just laws of human governments (Romans 13:1–2). Challenges come when the laws of man depart from divine principles. In such circumstances, the question arises: whose laws will we put first? The account of the early disciples, who declared, “We must obey God rather than men” (Acts 5:29), reminds us that genuine worship of Jehovah cannot be subject to the ever-changing dictates of human authority when they conflict with His Word. Yet the Bible does not encourage rebellion for the sake of rebellion. Instead, it calls on believers to honor governmental authorities in all matters that do not go against God’s law (Matthew 22:19–21; Romans 13:5). Understanding how to strike that balance becomes crucial in a world where human laws sometimes promote moral views or lifestyles that directly contradict Scripture.

For centuries, faithful servants of God have faced trials of conscience. Many of the Hebrew prophets, as well as the apostles, encountered severe opposition when rulers insisted they abandon or compromise divine laws. Whether facing persecution or the threat of death, these men and women chose to remain obedient to Jehovah, trusting that He is “the Judge of all the earth” (Genesis 18:25). Their examples encourage believers today to discern when to submit to earthly authority and when to refuse compliance for the sake of fidelity to God.

WALK HUMBLY WITH YOUR GOD

Jehovah as the Supreme Lawgiver

The Scriptures identify Jehovah as the ultimate Lawgiver. Isaiah 33:22 states, “Jehovah is our Judge; Jehovah is our lawgiver; Jehovah is our king.” He holds authority over all creation because He alone is eternal, uncaused, and perfect in holiness. When Moses led the Israelites out of Egypt in 1446 B.C.E., it was by Jehovah’s power that they were delivered, and it was Jehovah who presented them with moral and religious guidelines in the Law covenant at Mount Sinai (Exodus 19:3–8). This historical framework shows that divine law rests not in the decisions of human councils but in the will of the Creator who brought all things into existence (Psalm 100:3).

God’s laws are founded on His righteous character. Psalm 19:7–8 describes them as “perfect,” “sure,” “right,” and “pure.” Jesus, well aware of the authority of these statutes, repeatedly affirmed the significance of the Hebrew Scriptures (Matthew 5:17–19). Throughout His earthly ministry, Jesus upheld the truthfulness and enduring value of what Jehovah had revealed through Moses and the prophets. Later, the apostles, guided by the Spirit-inspired Word, continued teaching that God’s commands should remain the ultimate source of moral and spiritual guidance. These teachings are not arbitrary but reflect the very nature of the One who “does not change” (Malachi 3:6). Consequently, it is no surprise that the Psalmist declared, “Righteous are you, Jehovah, and right are your rules” (Psalm 119:137).

Since Jehovah’s law stems from His consistent and incorruptible character, it transcends the uncertainty that marks human legislation. Even in nations with strong legal traditions, laws are continually revised, amended, or overturned. What was illegal one century may become permissible in another. In contrast, the principles of Jehovah endure, unaffected by shifting social trends. As Scripture says, “The word of our God will stand forever” (Isaiah 40:8). That permanence provides clarity to those seeking to walk in obedience.

The Necessity of Recognizing God’s Laws

It is vital to acknowledge that God’s authority surpasses all man-made regulations. Many legal systems reflect a genuine interest in social order and protection. In fact, Romans 13:1–2 explains that secular rulers function as “God’s minister” to keep wrongdoing in check. This indicates that Jehovah has permitted earthly governments for the sake of stability, at least until such time as His kingdom fully governs the earth (Daniel 7:27).

Yet recognizing God’s higher laws demands that believers exercise discernment. Some secular laws uphold or mirror divine principles, such as prohibitions against murder, theft, or perjury. Other laws, however, venture into moral territory that belongs under God’s sole jurisdiction. In an era when many nations officially endorse behaviors that Scripture condemns, disciples of Christ stand before the crucial question: to whom do I owe the greatest allegiance?

In the Book of Acts, the apostles Peter and John modeled the approach we should take. When commanded by the Jewish rulers to cease preaching about Jesus, they responded firmly, “Whether it is right in the sight of God to listen to you rather than to God, judge for yourselves” (Acts 4:19). Later, they reiterated their resolve by saying, “We must obey God rather than men” (Acts 5:29). Their response did not stem from a desire to undermine civil authority, but from the recognition that no human command can supersede the explicit instructions of the Maker of heaven and earth.

The warning Jesus gave against “rendering lip service” (Mark 7:6) also applies to attitudes about God’s law. A person may profess commitment to the Scriptures yet compromise God’s principles under societal pressures. To prevent hypocrisy, we must fully embrace His laws from the heart. Psalm 119:10 says, “With my whole heart I seek you; let me not wander from your commandments.” Wholehearted obedience arises when we truly believe that God’s laws reflect His goodness and serve as our safeguard. When we see them as burdensome, we are susceptible to justifying disobedience.

The Divine Prohibition of Fornication

One clear example of where God’s law contrasts starkly with much of modern societal practice is the issue of “fornication,” or sexual immorality (1 Corinthians 6:18). This term in Scripture covers a range of sexual behaviors outside the union of a man and a woman who are legitimately married. God’s law holds that sexual intimacy is reserved for the marital bond, and stepping outside that arrangement dishonors both the Creator who designed human sexuality and the individuals involved (Hebrews 13:4). Contemporary cultures often trivialize or even celebrate such behavior. Many legal systems have removed restrictions on relationships that Scripture defines as sinful.

The question arises: what reasons do believers have to obey God’s prohibition against fornication, even if prevailing laws and social norms consider it acceptable? The first reason is that God’s law reveals His own holiness. Leviticus 11:44 says, “Be holy, for I am holy,” establishing a standard that includes sexual purity. Another reason is that obedience to God’s moral laws benefits us personally. Paul urged, “Flee from sexual immorality. … The sexually immoral person sins against his own body” (1 Corinthians 6:18). This highlights potential physical, emotional, and spiritual harm that results from illicit sexual conduct. Moreover, 1 Thessalonians 4:3–5 describes sexual holiness as part of sanctification, a mark that distinguishes those who serve Jehovah from the broader population.

By viewing sexuality through God’s perspective, believers honor the sacredness of life and the integrity of family. Proverbs 5:1–23 vividly warns of the consequences that can befall a person who indulges in immoral relations. Sorrow, a guilty conscience, and disrupted family harmony frequently follow. Indeed, God’s protective command guards us from these pitfalls. His law against fornication is not a mere rule for the sake of control. Instead, it safeguards the covenant of marriage and upholds the beauty of a relationship rooted in genuine commitment. In ignoring divine boundaries, a person forfeits many blessings of stable, righteous living. Thus, even when human laws permit or encourage certain lifestyles, the Christian who esteems Jehovah’s wisdom understands that the Creator’s design is always best.

Obedience to God Despite Danger

Why should a believer remain faithful to God’s law even if life itself is threatened? Accounts in Scripture provide ample illustration. In ancient Babylon, three Hebrews—Shadrach, Meshach, and Abednego—were commanded to bow to a colossal image set up by King Nebuchadnezzar (Daniel 3:1–6). The law of that empire required worship of the image, but God’s command forbade such idolatry (Exodus 20:4–5). These young Hebrews refused, explaining that Jehovah was able to deliver them, but even if He chose not to, they would not bow to any false god (Daniel 3:16–18). Their loyalty to God’s higher law came before personal safety. Ultimately, Jehovah preserved them from the fiery furnace, demonstrating that He approves of those who put obedience to Him above all else (Daniel 3:24–28).

Daniel himself faced a similar challenge when a royal edict in Babylon forbade prayer to anyone but the king for thirty days (Daniel 6:7–9). Rather than comply, Daniel continued his regular practice of praying to Jehovah, because to do otherwise would have meant disobeying the divine injunction to worship God alone (Exodus 34:14). Even though he was cast into the lions’ den, he was miraculously delivered (Daniel 6:16–23). These accounts emphasize the principle that obedience to Jehovah supersedes all forms of human regulation or threat.

In the first century C.E., early Christians also endured persecution for holding fast to God’s law. The Roman government occasionally demanded the acknowledgement of Caesar as divine. Although Roman policies generally allowed pluralistic expressions of faith, eventually the refusal to treat Caesar as a god or to burn incense in his name led to charges of treason. Many Christians faced severe penalties—imprisonment, banishment, or death—yet they refused to violate the fundamental command to worship only Jehovah. The moral of these accounts is that preserving fidelity to God does not change even under penalty of death (Matthew 10:28).

When believers today are confronted by life-threatening demands to compromise, they can draw strength from these biblical examples. Although not everyone will face the extreme scenarios that Daniel or the early disciples did, the principle remains. James 4:4 teaches that being a friend of the world in defiance of God effectively makes a person God’s enemy. True worshipers would sooner face temporal harm than violate Jehovah’s righteous decrees.

Christians and Secular Governments

Jesus acknowledged the legitimate place of secular authorities, telling His listeners to “render to Caesar the things that are Caesar’s, and to God the things that are God’s” (Matthew 22:19–21). In the immediate context, Jesus answered a question about paying taxes. He indicated that it is appropriate for believers to support public authorities where proper taxes, fees, or respect are due. Paul elaborated on this in Romans 13:1–2, instructing Christians to be “subject to the governing authorities.” He noted that governmental officials exist by God’s permission to maintain order and punish wrongdoing.

Hence, Christians should not be characterized by lawlessness or defiance. They pay taxes, respect civil statutes, and promote peace in their communities. The principle of submission finds further emphasis in Titus 3:1, which says believers are “to be obedient, to be ready for every good work.” This encourages cooperation with civil regulations in matters such as traffic laws, public health regulations, and societal norms that do not conflict with biblical morality.

The reason for this submission is that it reflects the order and respect God Himself exemplifies. However, such cooperation never implies blind acceptance of every mandate. Scripture differentiates between the legitimate authority governments hold to keep order and their presumed authority to override God’s commands. Christians who properly adhere to biblical counsel will strive to be exemplary neighbors and citizens, not troublemakers (1 Peter 2:13–17).

Resolving Conflicts Between God’s Law and Man’s Law

When a direct conflict arises between the commands of secular law and God’s instructions, believers must remain loyal to Jehovah. The apostles’ words in Acts 5:29, “We must obey God rather than men,” underscore that no matter how authoritative a human command might be, it is secondary to the moral and spiritual mandates of Scripture. A prime example is the early Christian refusal to cease preaching the gospel, even when religious or civil leaders attempted to silence them (Acts 4:18–20).

The Book of Daniel also illustrates that conflicts can appear subtly. In Daniel 1:8, the prophet “resolved that he would not defile himself” with foods from the Babylonian king’s table, which presumably included items unclean under the Mosaic Law. Although not a matter of explicit idolatry, it involved a principle about clean and unclean foods as set forth in Leviticus. Daniel thus took a conscientious stand without mounting a rebellion. By respectfully requesting different provisions, he navigated the issue. His conduct reveals that a believer can remain submissive to secular authority while finding ways to uphold the divine standard. This balance demonstrates how trust in Jehovah’s sovereignty and tactful communication with authorities can open doors for obedience to God in the midst of potential conflicts.

In modern contexts, believers might face regulations that require unethical practices, fraudulent reporting, or complicity in actions that violate biblical morality. When confronted with such requirements, the Christian must choose fidelity to Jehovah. Colossians 3:23 advises, “Whatever you do, work heartily, as for the Lord and not for men.” One might lose a job, suffer legal challenges, or endure penalties, yet upholding God’s righteousness remains paramount. The assurance is that Jehovah cares for those who honor Him. Psalm 34:15 testifies that “the eyes of Jehovah are toward the righteous and his ears toward their cry.”

A historical illustration is found in certain periods when totalitarian regimes mandated ideology that exalted the state above God. Faithful followers of God who resisted, whether in ancient or modern times, sometimes faced imprisonment or worse. Despite these penalties, many remained steadfast, convinced that “whoever would save his life will lose it, but whoever loses his life for my sake will find it” (Matthew 16:25). Their faith stands as a testimony that loyalty to the Supreme Ruler far outweighs temporary comfort or safety.

The Choice We Now Face

In all these matters, individuals encounter a very real choice. As the world moves deeper into moral relativism and certain human governments assert claims that infringe upon areas where the Bible is explicit, each disciple must decide which set of laws reigns supreme. Daniel 7:27 indicates that God’s kingdom is destined to “prevail over the entire earth,” ushering in a righteous rule far exceeding anything mankind can accomplish. For that reason, those who wish to be part of that future must align themselves with divine law in the present.

Proverbs 1:29–31 warns that disregarding wisdom and despising correction leads to calamity. When people treat God’s commands on matters of morality as outdated, they disregard the counsel that can protect them from harm. Many have reaped painful consequences for ignoring divine standards. On the other hand, those who submit to God’s law on conduct and morals experience blessings, as they avoid the heartbreak that often accompanies disobedience. They also steer clear of needless trouble with civil authorities. Above all, they develop a close relationship with Jehovah as the Supreme Ruler who is able to reward those who seek Him sincerely (Hebrews 11:6).

This means that in everyday life, the believer who upholds God’s law will stand out. While many people may cohabitate without marriage or engage in casual relationships, the Christian stands firmly for moral purity (1 Thessalonians 4:3–5). While dishonesty and bribery may be widespread, the Christian refuses to engage in unethical practices and remains trustworthy (Psalm 15:1–2). When secular laws require an action that violates God’s explicit command, the Christian, following the example of the apostles and prophets, remains loyal to Jehovah, even at personal cost.

Those who do so are not left without hope. Psalm 37:28 affirms that “Jehovah loves justice; he will not forsake his saints.” The faithful find comfort in knowing that the Supreme Lawgiver sees their steadfastness. In due time, the entire earth will be brought under the laws of God’s kingdom. The question stands: will we, as individuals, position ourselves in harmony with that coming reality or align with the often-fluctuating regulations of human authority when those regulations conflict with Scripture?

God’s thinking on the matter of law goes beyond mere rules. It involves recognizing Him as the highest authority in all circumstances. Accepting His guidance, even when it contradicts cultural norms, safeguards believers from many sorrows. They need not experience the spiritual consequences that come from disregarding divine wisdom. Respect for secular governments in lawful matters keeps them from needless punishment. At the same time, an unwavering stance for God’s instructions in moral and spiritual areas ensures a good conscience, approval from the One who truly matters, and a place in the order He will soon establish worldwide (Daniel 7:27).

The imminent arrival of that kingdom will alter every human government and legal code. Revelation 11:15 declares that “the kingdom of the world has become the kingdom of our Lord and of his Christ.” God’s sovereignty will be manifested universally, fulfilling the prayer “your kingdom come, your will be done, on earth as it is in heaven” (Matthew 6:10). Those who prepare now, by honoring His standards as supreme, will naturally fit into that new arrangement. Their consistent loyalty, shown in refusing to set aside God’s law even under human threats, reveals a heart committed to the rightful Ruler.

This discussion returns us to the central question: whose laws will you put first? For those who truly believe in the God of Scripture, there is only one answer that aligns with fidelity to Him. As concluded in Acts 5:29, “We must obey God rather than men.” That stance, upheld through the ages by faithful men and women, remains the believer’s path. It is not the easy path. It may require sacrifices, misunderstanding, or even persecution. Yet it is the path of integrity and the only one consistent with recognizing Jehovah as the Supreme Ruler of the universe. By walking it, the believer sets an example of genuine devotion and stands ready for the time when God’s kingdom will rule over an earth free from the confusion and injustices of conflicting human laws.
